Irrigation canal and farmland — the foundation of NID Division 2

Campaign Priorities

Where James Smith Stands

These aren't talking points — they're the issues James has lived with his whole life as a farmer, a rancher, and a ratepayer in Division 2.

The Water Decisions That Shape Our Lives

The NID board makes decisions every year that directly affect how much water you get, what you pay for it, and whether your voice is heard. James Smith is running to make sure those decisions are made with honesty, accountability, and the interests of Division 2 ratepayers front and center.

Ratepayer accountability and water rate transparency

Ratepayer Protection

Stand Up Against Unjustified Rate Increases

Water rates in our district have climbed year after year, and ratepayers deserve to know exactly why. Too often, increases are approved without adequate explanation or public input. That ends when James is on the board.

James will demand full cost breakdowns before any rate vote, push for independent audits of district spending, and ensure that every ratepayer in Division 2 has a real opportunity to be heard before rates go up.

No rate increase without full transparency and public input.

Protecting treated and raw water rights for Division 2

Water Rights

Protect Treated & Raw Water Allocations

Treated and raw water are not the same, and they shouldn't be managed the same way. Farmers and ranchers who depend on raw water deliveries need a board member who understands the difference — and will fight to protect their allocations.

James will oppose any policy that quietly shifts water away from agricultural users, challenge backroom deals that shortchange Division 2, and ensure that water rights are honored as the legal and moral commitments they are.

Your water rights are not negotiable. James will defend them.

Drought preparedness and reservoir planning

Drought Preparedness

Plan for Dry Years Before They Arrive

Drought is not a surprise — it's a reality we plan for. James has watched dry years devastate farms and ranches that weren't protected by adequate storage and conservation planning. He won't let that happen on his watch.

James will push for long-term reservoir and storage strategies, support responsible conservation programs that actually work for agricultural users, and make sure Division 2 is never caught unprepared when the dry years come.

Prepare today so our farms survive tomorrow.

Farmers & Ranchers First

Put Division 2 Voices on the Board

The people who work this land — the farmers, the ranchers, the families who have built their lives around reliable water — deserve a seat at the table. For too long, Division 2 has been an afterthought in board decisions.

James will show up, speak up, and vote in the interest of the people who sent him to the board. No rubber-stamping. No going along to get along. Just honest representation for the community he's been part of his whole life.

Division 2 will have a voice that cannot be ignored.
